Gandhi addresses rally in Kashmir

SRINAGAR, Kashmir -- Indian Oppostion leader Sonia Gandhi is due to address a campaign rally for the first time since the elections were announced in August, six weeks ago.

Heavy security is expected in the capital of Indian-administered Kashmir as violent protests since the announcement have left close to 20 political activists and more than 300 civilians dead.

Surprisingly, India's Election Commission said Monday, the first of four days of voting, was largely peaceful with a voter turnout of 47%. Almost 1.5 million people were eligible to cast their votes in the first phase of elections.
