According to the Japanese Education, Science, and Technology Ministry, 2003 has documented widespread problems in the administering and contents of entrance examinations in over 72 higher education institutions. Distributing wrong problem sets, losing track of allotted testing time, making mistakes with numerical figures or geographical names are just a few of the problems commonly reported in these examinations. These institutions are finding it difficult to maintain fairness and make up for the educational losses that some students have experienced as a result of carelessness on the test makers and test givers parts. Experts think that the large number of examination errors have been made in part as a result of institutions offering additional test dates to boost the decreasing number of students who have been applying to colleges and universities.
