South Korea has halted plans to ship 400,000 tons of oil to North Korea. It will make a final decision regarding sending the oil, jointly with the United States and Japan later this month, after the Trilateral Coordination and Oversight Group convenes. The 3 countries are waiting to see if North Korea will abandon its nuclear development programs. If it fails to suspend such programs, counter measures will be applied; most likely, this would mean no oil for North Korea.
